Modgroups

A structural change was made in 3.19 to the modifiers to allow for multiple modgroups to apply to one modifier. Before then a modifier could affect many modgroups but needed to use spawn tags to add special tags when they appeared on an item to let other mods know that they should behave differently if it is there. This lead to a couple of cases where these were either forgotten about or never applied and thus some things that should have blocked each other did'nt (Like the incursion hybrid mana+manacost mod on rings not blocking the elreon mod).
